History
Illinois
Interstate 39 in Illinois was designated on October 22, 1984, by the Illinois Department of Transportation (IDOT) to upgrade sections of U.S. Route 51 to Interstate standards, providing better access to the Interstate Highway System for central Illinois residents.[14] The American Association of State Highway and Transportation Officials (AASHTO) approved the designation on January 3, 1985.[14] Construction occurred in phases during the 1980s and early 1990s. The first segment opened in 1984 from U.S. 20 near Rockford to Illinois Route 5 near Rochelle. In 1986, it extended south to Interstate 80. December 1987 saw the opening from I-80 across the Illinois River to IL 251, including the Abraham Lincoln Memorial Bridge over the river at LaSalle.[14] Further segments opened progressively: late 1988 began work on the I-55 interchange in Bloomington; summer 1990 reconstructed I-55 around Normal; summer and fall 1991 opened sections south to IL 18; May 29, 1992, opened 4.4 miles between Hudson and Kappa; and the final segment from Bloomington to Rockford was completed on October 31, 1992.[14] A notable early opening was on October 18, 1985, connecting Mendota to Rockford, celebrated by Governor Jim Thompson.[19] The total length in Illinois is 140.82 miles (226.63 km).[20]Wisconsin
The extension of I-39 into Wisconsin was approved by AASHTO on October 22, 1993, utilizing existing and upgraded sections of U.S. Route 51 from the Illinois state line near Beloit to Wausau.[14] Initial designation and signage began in 1996, when the Wisconsin Department of Transportation (WisDOT) extended I-39 from the Illinois border to Wausau, covering 182 miles.[21] Signage updates followed in late 1998, with WisDOT adding I-39 markers on freeways between Portage and Beloit, and Illinois reciprocating in 1999–2000.[22] Upgrades to meet full Interstate standards, particularly near the northern terminus, continued into the 2000s; for example, improvements on US 51/WIS 29 near Wausau were completed between 2004 and 2010.[14]Improvements and expansions
Illinois
The Illinois Department of Transportation (IDOT) has undertaken several projects to enhance safety and capacity along I-39. A major reconstruction project at the I-39/U.S. 20 interchange in Cherry Valley, completed in 2024, converted it to a diverging diamond interchange to reduce collision risks and improve traffic flow for over 50,000 daily vehicles, including 15,000 trucks. The $44.2 million project is part of the Rebuild Illinois program and included rebuilding U.S. 20/Harrison Avenue from Mill Road to South Mall Drive, adding pedestrian paths, and upgrading lighting.[10][3] Another initiative involves the I-80/I-39 interchange in LaSalle County, featuring a partial cloverleaf design to handle high volumes; ongoing "Up, Down and Around" improvements address congestion and safety.[8] In Ogle County, a Phase I engineering study for the IL 38 over I-39 interchange aims to evaluate upgrades for better connectivity.[23]Wisconsin
