Kathi Vidal
Kathi Vidal (born 1968) is an American attorney and intellectual property litigator who served as Under Secretary of Commerce for Intellectual Property and Director of the United States Patent and Trademark Office (USPTO) from April 2022 to December 2024.[1][2]
Born in Bethesda, Maryland, to a military family, Vidal demonstrated early aptitude in science and engineering, entering Binghamton University at age 16 to earn a Bachelor of Science in electrical engineering, followed by a Master of Science in the same field from Syracuse University and a Juris Doctor from the University of Pennsylvania Carey Law School in 1996.[1][3]
Before her nomination by President Joe Biden and Senate confirmation in March 2022, she built a career in private practice as managing partner of Winston & Strawn's intellectual property litigation group in Washington, D.C., handling high-stakes patent disputes in technologies including semiconductors, telecommunications, and software.[3][4]
During her tenure leading the $4.2 billion USPTO—a agency with over 13,000 employees—she prioritized bolstering U.S. innovation leadership through initiatives like expanding K-12 IP education programs, enhancing Patent Trial and Appeal Board transparency via director reviews, and resisting international pressures to weaken patent protections, though her discretionary interventions in post-grant proceedings sparked debate among patent holders and practitioners over consistency and due process.[5][4][6][7]
